"Cheap Housing" has always been the euphemism for "ghetto", and this will continue to be the case due to the nature of the individuals who seek out such accommodations. These rooftop gardens would be a big draw for yuppies and ageing hippies though, so if you rethink your target demographic you might actually see these buildings built at some point. Also, if you think you're getting your hands on Moss Park armouries, you're out of your mind. I always thought that the "homelessness activists" were asking for that particular piece of land in order to make some sort of wacky political point - I never suspected that you might actually believe that there's a chance of your request being granted.
